- The Alabama House and Senate have come to order for the 6th legislative day of the 2010 general session. #
- First bill before the senate is SJR9 by Sen. Bedford relating to the teacher ethics code. #
- Sen. Marsh speaks against SJR9 and says that Dr. Hubbert and AEA are against a code of ethics. #
- The House passed HB401 establishing entertainment districts for Montgomery County. #
- This 6th day in the senate starts off w/a bang…Sens Marsh & Bedford have their voices raised & don't wait to yield the mic to the other. #
- Sen. Denton takes a mic and made note that when this bill came through the senate, the senators were not fully briefed. #
- Sen. Denton requests that the press not listen to the rhetoric of the senators on the floor debating the teacher code of ethics. #
- Sen Marsh: Its a very clear vote, yes you believe in ethics or no you don't. #
- Sen. Ross: This is an assault on the teachers of Alabama. This is a lie that there is not a code of ethics for teachers. #
- Sen. Ross: We have a code of ethics that we live by every day. Don't use teachers as a whipping boy for the political process. #
- Senate overrides Governor Riley's veto of SJR9 with a vote of 22 to 10. #
- The Senate is trying to decide if they should take all 17 messages from the Governor. #
- Senator Barron is fussing that the senate should not take up the Governor's messages, they should pass his roads bill instead, SB121. #
- Sen. Beason (R): Either we are going to take all of the messages from the Governor or we are going to stall a vote on SB121. #
- Senators French and Beason (R) commend Lt. Gov. Folsom for taking all messages from the Governor. #

- Sen. Brooks takes the mic, he says that there are still robo calls happening in his district. #
- Brooks: Probably the people behind the robo calls are in the senate. #

- Sen. Brooks: I want to debate public policy. I want to discuss what is good and bad about a bill. Why can't we do that. #
- Sen. Brooks speaking to Sen. Barron: You are trying to ram this vote down the throats of Alabamians. #
- Sen. Brooks: What is going on here is the same thing that is happening in Washington. #
- Brooks (R): The Senate majority is trying to ram a vote down the throats of the minority. All we want is a fair debate. #
- Barron (D) speaking to Brooks (R): If you aren't ready to vote, I am going to start talking about a cloture petition. #

- HB2 (short barreled shotguns) s up for reconsideration in the House. #
- Sen. Sanford (R) said that Sen. Barron (D) is behind the robo calls. #
- Sen. Brooks continues to speak on SB121 and tries to clear up any misconceptions with the bill. #
- AL House passes HB2 as amended. #
- Sen. Sanford said that one of Sen. Barron's democratic colleagues told him that Sen. Barron was behind the robo calls. #

- Brooks said that he would offer the exact same bill as Rep. McLaughlin if it would stand a chance in the senate. #

- Beason continues to question the bill & amendments. Currently he is questioning requiring a portion of the contracts going to minorities. #
- Beason: Before you put something into the constitution, you better make sure it works right. #
- SB121 amendment: Out of 100 million dollars a year, 10% has to be spent with minority contractors. #
- Sen. Denton: We need to be aware that this is a constitutional amendment. The people of Alabama will make the final decision. #
- Sen. Sanford (R) offers an amendment to SB121 which requires that ALL people hired to work on the project are from AL. #
- Sen. Sanford says that the road builders told him that this bill would support 30,000 jobs but would only create approx. 3,000 jobs. #
- Barron says that Sanford should embrace the bill because so many dollars will go into Huntsville. #
- Barron says that Sanford' amendment is unconstitutional but will recommend that everyone vote for it. #
- Sen. Roger Bedford is browsing his facebook page while debate happens in the Senate. #
- Barron asks that the senate pass Sanford's amendment even though it is probably unconstitutional. Amendment up for a vote. #
- The Senate adopts Sen. Sanford's amendment to SB121. #
- Sen. Smitherman says he is for AL jobs but Sen. Sanford's amendment will probably cause some problems. #
- Sen. Barron (D) requests to table Sen. Orr's (R) amendment to SB121. #
- Barron: Every dime of this goes to the transportation. Dept..there is no part of this that says legislators can control what happens. #
- Orr: OH but Senator Barron you know that is what is going to happen. (referring to legislators controlling where the $$ in SB121 goes.) #
- The motion to table Sen. Orr's amendment prevails. #
- Senator Barron speaks on SB121 trying to clear up misconceptions. #
- The AL Senate adjourns until 2:00 pm on Tuesday. #
