Republicans in Montgomery, trying to piece together a workable budget with Democrats in the midst of declining revenue, may find a “saving grace” in Washington with another stimulus. Many believe the governor’s somewhat “rosy” proposal for the General Fund and Special Education Trust Fund relies heavily on a new stimulus plan.
